Converge3 was a policy research centre based in the Institute of Health Policy, Management and Evaluation at the University of Toronto, that focused on integrating health, economic and equity evidence to inform policy. We provided evidence to health system stakeholders when considering different health-related policy options, principally by comparing the value of different policy options by examining their cost-benefit, cost-effectiveness, or budget impact, and the impact of different policy options on equity through health equity impact analysis, distributional modelling, and other techniques. We identified policy areas where further research was needed and shared these policy areas with research groups and other stakeholders. We provided a forum and other opportunities for reviewing evidence on the health, economic and equity impacts of relevant policy options with stakeholders. And we helped health system stakeholders develop/build capacity to use cost-benefit and equity analyses in the development of policy. The Centre had multiple partner organizations, including the Ontario Ministry of Health, Li Ka Shing Knowledge Institute at St. Michael’s Hospital, McMaster University, Ottawa Hospital Research Institute, ICES, Health Quality Ontario, and Public Health Ontario.
Converge3 was led by Dr. Mark J. Dobrow (Executive Director) and Dr. Ahmed M. Bayoumi (Scientific Director). The Governance Committee included representation from all partners and was chaired by Dr. Adalsteinn Brown and Dr. Mark Stabile. The Advisory Board included members with extensive experience working in policy and political advisory capacities, including serving several former prime ministers, and was chaired by Hugh Segal and Jonathan Weisstub.
